About the Climate Health Vulnerability Assessment Tool (CHAT)

The Climate Health Vulnerability Assessment Tool (CHAT) is a digital tool developed by eHealth Africa, based on the World Health Organization’s Checklists to Assess Vulnerabilities in Health Care Facilities in the Context of Climate Change, to assess and strengthen the climate resilience of healthcare facilities using valid, actionable data. Designed for easy deployment, it eliminates paper use and supports environmental sustainability. The CHAT enhances preparedness against climate-related disruptions, helping facilities maintain uninterrupted service delivery. It was initially piloted to assess Health Facilities’ vulnerability to climate events  across Borno State, Kano State, and the FCT.  

Initially named the Climate Change Vulnerability in Health Facility Assessment Tool (CCV-HFAT), the tool – now known as the Climate Health Vulnerability Assessment Tool (CHAT) – has been scaled to broaden its scope and improve its functionality. Two additional hazard areas – Heatwaves and Droughts – have been incorporated into the tool, bringing the total to three, all of which are now fully integrated into the DHIS2 platform.

CHAT is fully operational on the DHIS2 as an open source application. The vulnerability assessment has also been extended to three additional states – Niger, Sokoto, and Yobe – where the compounded impact of these hazards is expected to be particularly severe, based on data from NiMet. To date, the tool has been successfully deployed across 40 primary healthcare facilities in 25 Local Government Areas across 4 States in Nigeria. It is designed to be easily scalable and adaptable for use in other locations without restriction.
